Each row is one country × dimension whose composite state changed from the month before to the month after. "↑ stress" = transition toward the red end of the dimension's spectrum (CONTRACTING / SURGE / TIGHTENING / CRISIS); "↓ relief" = transition back toward green. Side moves are within-tier lateral flips.
